Dr. Justin Dargin

Chairman of the Board

Dr. Justin Dargin is an internationally recognized authority on energy markets, climate finance, and sustainable development. As Chairman of Tangelic, he drives the organization’s mission to expand clean-energy access, pioneer new climate-finance models, and advance gender equity across the Global South. His expertise spans carbon markets, transition policy, and sovereign advisory, positioning Tangelic at the intersection of impact and investment.

He also serves as a Non-Resident Senior Fellow at the Middle East Council on Global Affairs, where his work explores the Gulf’s evolving role in global climate governance and South–South cooperation.

At Harvard University’s Belfer Center, Dr. Dargin developed the first carbon-market framework for Gulf energy exporters in 2008, earning the Harvard Arab Alumni Association Award for innovation in climate strategy. At the University of Oxford, as a senior scholar, he advised governments and development finance institutions on decarbonization as a pathway to economic diversification.

His earlier roles include strategy advisory work with Shell on MENA sustainable investment and legal advisory experience within OPEC’s Legal Affairs Office. He has briefed UN political affairs directors on climate-security, advised ministers through the World Bank on subsidy reform, and engaged sovereign wealth funds and multilateral banks on climate-aligned investment strategies.

Dr. Dargin is a recipient of the United Nations Sustainable Energy Award and the St. Gallen Symposium Wings of Excellence Award (three-time laureate). A Fulbright Scholar, he has authored over 100 works on energy, climate, and governance. His latest book, The Gulf’s Climate Reckoning: Decarbonization, Development, and the Future of the Petro-States (Cambridge University Press, 2025), examines how hydrocarbon exporters are repositioning in the global climate order.

He is fluent in Arabic and Spanish, and his analysis has been featured in The Economist, The New York Times, The Financial Times, The Washington Post, and Al Jazeera, among others. He holds a Ph.D. from the University of Oxford and a graduate law degree (magna cum laude) from Georgetown  University.

Jesston Williams

Executive Director

Jesston Williams is the Executive Director of Tangelic, an award-winning nonprofit advancing clean energy access, climate finance, and inclusive infrastructure across Africa. In this role, he oversees global operations and leads transformative programs that deliver decentralized solar power, expand irrigation and agro-processing capacity in rural communities, and build innovative climate finance mechanisms that strengthen Africa’s ability to participate in global carbon markets and mobilize sustainable investment at scale.

Jesston brings more than a decade of cross-sector leadership spanning energy access, finance, and equitable development. At Tangelic, he manages multi-country teams and co-designs investment-ready frameworks that integrate solar microgrids, carbon monetization, and blended finance—structures that engage DFIs, ministries, and philanthropic partners seeking scalable climate infrastructure solutions. His work has positioned Tangelic as a bridge between local innovation and international capital, aligning grassroots solutions with global climate frameworks in ways that deliver measurable social and environmental outcomes.

Before leading Tangelic, Jesston directed multimillion-dollar Fortune 500 accounts in the health and biotechnology sectors, where he built strategies that drove operational excellence, financial growth, and long-term client partnerships with high-level stakeholder management, complex project design, and large-scale operations. During this time, he also led cross-functional initiatives, oversaw diverse teams, and negotiated complex agreements that strengthened institutional performance and expanded market reach.

His leadership reflects a deep commitment to Africa-led innovation and community-driven climate action that can scale. He positions climate projects as investable assets, combining bankable design, robust governance, and measurable impact, so that global capital flows can be effectively deployed into underserved markets.

Theo Minné

Chief Operating Officer

Theo Minné serves as Chief Operating Officer at Tangelic, where he leads the organization’s operational architecture, cross-functional execution, and strategic delivery to accelerate access to clean energy across underserved regions in Africa.

With more than 30 years of global leadership, Theo brings deep expertise in scaling infrastructure, mobilizing high-performance teams, and executing complex telecom and energy deployments in frontier markets. At Tangelic, he ensures that operations are agile, outcomes-driven, and aligned with the organization’s transformative mission—spearheading the rollout of Tangelic’s innovative programs.

Theo’s career spans executive leadership roles at global firms including ABB, Ericsson, and Dimension Data, where he oversaw regional growth strategies, telecom network expansion, and major infrastructure portfolios across sub-Saharan Africa. As founder of GX Cogen, he pioneered integrated energy models for Africa’s telecom sector, combining engineering innovation with novel financial instruments to deliver scalable, impact-driven solutions. His leadership is defined by an ability to translate vision into execution, building new business units, brokering high-level partnerships, and delivering systems that endure.

Rooted in a systems-thinking ethos, Theo is committed to using sustainable infrastructure as a lever for economic inclusion and rural industrialization. He is a vocal proponent of anchor-client strategies, distributed value chains, and community-embedded energy access models that empower African communities to participate in and shape their own development trajectories.

Dr. Marat Terterov

Chief Global Policy & Investment Partnerships Officer

Dr. Marat Terterov is a senior international policy and investment strategist specializing in energy geopolitics, cross-border capital flows, and treaty-based investment protection. Over nearly three decades, he has brokered government-to-government engagement and investor access across Europe, the Middle East, Central Asia, Africa, and the U.S., with a track record of moving files from dialogue to execution.

As Tangelic’s Chief Global Policy & Investment Partnerships Officer, he directs the organization’s international strategy, leading policy advocacy and forging high-level partnerships to advance the clean energy transition across Africa and beyond. In this role, he works with policymakers, investors, and multilateral institutions to accelerate scalable clean energy deployment and climate-aligned economic growth across emerging markets.

Dr. Terterov is the founder of the Brussels Energy Club, where he convened more than 60 ministerial-level and CEO roundtables linking policy risk, security dynamics, and capital flows—regularly drawing sovereign wealth funds, national and international energy companies, and multilateral finance institutions. Previously, as a senior official at the Energy Charter Secretariat in Brussels, he spearheaded treaty expansion and high-level engagement with governments across emerging markets. Under his tenure, Jordan and Yemen acceded to the Energy Charter Treaty, while Iran, Iraq, Morocco, Pakistan, Bangladesh, and multiple African states advanced accession tracks. He also coordinated Ministerial Conferences in Turkmenistan (2017) and Romania (2018), established the Energy Charter Knowledge Centre, and designed executive training programs later adopted by the European Commission and partner governments.

His portfolio spans investment-protection frameworks, cross-border pipeline and interconnection diplomacy, dispute resolution, and energy transition finance. He has advised energy ministers, briefed heads of state, and engaged sovereign funds and institutional investors on liberalization, infrastructure, and capital mobilization.

A prolific author and speaker, he has produced hundreds of publications and is a regular commentator for international policy platforms and global media. Dr. Terterov earned a D.Phil. in Middle Eastern Politics from the University of Oxford, where he was a Chevening Scholar. Multilingual, he is fluent in Ukrainian, with working proficiency in French and Arabic.

Brenda Togo

Director of Sustainable Finance & Partnerships

Brenda Togo is Tangelic’s Director of Sustainable Finance & Partnerships, where she leads the organization’s capital architecture and institutional alliances for clean-energy and climate-finance programs across Africa. She integrates Environmental, Social, and Governance (ESG) and climate-risk disciplines into Tangelic’s financial systems, ensuring that every initiative meets global standards of transparency, accountability, and measurable impact.

Brenda’s career spans investment advisory, international development, and clean-energy operations across Africa and the United States. She has delivered ESG due diligence, materiality assessments, and impact reporting for institutional investors; guided decarbonization roadmaps and climate-risk integration; and led capacity-building programs for SMEs and public agencies. Her previous roles include sustainability and ESG leadership at the World Resources Institute, BioNTech, NIRAS International Consulting, Greenlight Planet, and One Acre Fund—where she advanced data integrity, operational efficiency, and institutional resilience across large-scale programs.

At Tangelic, Brenda forges partnerships with governments, DFIs, corporates, and universities to mobilize blended capital into initiatives such as the Sunrise Spectrum. She also helps design alternative revenue pathways—including carbon credits, microfinance, and community enterprise models—that align financial rigor with inclusive growth. Her leadership ensures that Tangelic’s sustainability and finance strategies move beyond compliance toward long-term value creation and equitable economic participation.

Brenda holds an MSc in Sustainability Management from American University and a Postgraduate Diploma in Project Planning & Management. She also holds the CFA Institute Certificate in ESG Investing and is a Project Management Professional (PMP).

Luisa Groher

Chief Technology & Innovation Officer

Luisa Groher is Chief Technology & Innovation Officer at Tangelic, where she leads the organization’s innovation strategy to convert clean energy delivery into bankable, investment-ready models. She forges partnerships with corporates, research institutions, and capital providers to structure climate technologies into investable asset classes. She develops pilots that de-risk technology, align with institutional standards, and scale into deployable infrastructure across Africa and other emerging markets. Through this mandate, she positions Tangelic as a platform where frontier innovation is systematically translated into financeable projects within the global clean energy transition.

Luisa brings more than a decade of experience spanning data science, machine learning, and product development, with a proven record of taking organizations from concept to execution and market adoption. As the founder of LuluLabs, a boutique data science consultancy, she guided data science, machine learning, and research for her clients, repeatedly building 0–1 data teams. Her engagements included DivySci, a National Science Foundation awardee, and Within Healthcare, which was acquired.

Previously, she has held senior roles as a Machine Learning Manager at Pypestream and Data Scientist at Token Report. She also founded the civic tech platform Jungle Primary and has been selected for three competitive entrepreneur-in-residence and accelerator programs, including Antler.

She carried out field research in Peru and Bolivia on resource governance and natural gas policy, while contributing to earthquake relief and reconstruction efforts in Peru. Luisa holds a Master’s in Globalization Studies from Dartmouth College, with a focus on economic development, and completed post-Master’s research at the Tuck School of Business, focusing on the use of performance metrics and impression management.

Lisa Kjellstrom

Strategic Advisor, Leadership Development & Social Impact

Lisa Kjellstrom is a seasoned leadership coach and development expert with over 16 years of experience in guiding executives, teams, and organizations towards impactful growth and strategic success. As a strategic advisor to Tangelic, she brings her strategic leadership expertise, global outlook, and commitment to building equitable futures through sustainable solutions.

Her extensive expertise spans the realms of executive education, leadership training, and coaching, where she has spearheaded leadership programs for Fortune 500 companies and major institutions worldwide. Currently, she partners with Harvard Business Publishing, an affiliate of Harvard Business School, to design and lead global leadership programs that integrate cutting-edge research and insights to address the evolving challenges faced by leaders in dynamic industries. In addition, as a Leadership Coach with Archetypes at Work, Lisa leads transformative experiences by helping individuals discover their leadership potential through innovative coaching methods.

Lisa’s entrepreneurial background and global mindset fuel her passion for driving meaningful change, particularly in the areas of social impact and sustainable development. In addition to her role at Harvard and Archetypes at Work, she partners with California Public Sector HR (CPS HR) to deliver customized leadership training for public sector and nonprofit organizations, ensuring her clients are well-equipped to navigate complex challenges and drive positive outcomes. She also partners with Decker Communications to support leaders in honing their communication skills, both in-person and virtually.

Through her coaching firm, Lisa Kjellstrom Consulting, she empowers individuals to craft the next chapter of their leadership journey, drawing on her multifaceted expertise as a storyteller, strategist, and visual thinker. Her international experience includes leading large-scale leadership initiatives across 20+ countries, directly contributing to transformational outcomes for clients.

Lisa is particularly passionate about Tangelic’s mission to make sustainable energy accessible to underserved communities. She believes that access to clean, affordable energy is a fundamental human right that unlocks opportunities for education, healthcare, and entrepreneurship.

Rolf Bachmann

Strategic Advisor, Global Stakeholder Engagement & Innovation

Rolf Bachmann brings over 15 years of experience in strategy, entrepreneurship, international stakeholder management, education, and sales. As a Strategic Advisor to Tangelic, Rolf leverages his extensive expertise in global stakeholder engagement and innovative business development to drive Tangelic’s growth and impact and to position the organization as a leader in innovation and social change.

Rolf currently serves at Swiss Re, a leading global reinsurer, where he promotes the Swiss Re Institute’s educational programs to the international insurance industry and builds strategic partnerships to enhance clients’ expertise in risk and insurance. Over the past several years, he has also contributed to the Swiss Re Foundation by redesigning and moderating the Entrepreneurs for Resilience Award, which empowers entrepreneurs in low- and middle-income countries.

From 2020 to 2023, Rolf successfully revitalized the Centre for Global Dialogue, reestablishing it as Swiss Re’s premier platform for client and stakeholder engagement. Before joining Swiss Re, Rolf spent nearly a decade with the St. Gallen Symposium, where he led the global talent selection process and spearheaded the international student essay competition. As a member of the leadership team, he was also responsible for managing the organization’s communications strategy.

Additionally, in 2017, Rolf co-founded healthapp.ch, a successful Swiss tech company that helps health practitioners digitize their practices. Today, over 3,000 practitioners use the platform to manage nearly one million treatment records for 150,000 patients. Rolf is actively engaged in cultural volunteer work and, in 2020, became a trustee of Schloss Luxburg, a historic château on Lake Constance in Switzerland. In this role, he is working to open the 525-year-old site to the public for the first time.

Rolf is highly committed to Tangelic’s mission of delivering sustainable energy solutions to marginalized communities. He believes that access to renewable energy is essential for fostering social and economic advancement, opening doors to education and entrepreneurship. As a Strategic Advisor, Rolf utilizes his deep experience and global expertise to ensure Tangelic stands at the forefront of social impact initiatives.

Mehdi Chennoufi

Strategic Advisor, Global Energy and Ecosystem Restoration

Mehdi Chennoufi is an accomplished energy market expert with deep experience in both the long-term planning and negotiation aspects of global energy markets. With a focus on fossil and non-fossil energy strategies, he brings valuable expertise in managing geopolitical risks and rewards in the energy landscape. Mehdi’s work spans from oil and gas to the broader ecosystem, always with a lens on the restoration and preservation of both human and environmental health.

In addition to his role as an energy strategist, Mehdi is passionate about biodiversity conservation, having co-founded Wanakaset.org. Through this initiative, he has managed over 600 hectares across multiple developing countries, working to preserve natural resources while creating opportunities for marginalized communities. His diverse portfolio reflects a holistic understanding of energy solutions, emphasizing the importance of ecosystem services, soil health, water management, and governance in sustainable development.

Mehdi has worked and developed projects in over 20 countries, negotiating with governments in more than 50 nations. He began his career with KPMG, followed by strategic roles at Shell, where he led various initiatives, including LNG business development and trading across multiple regions. He was instrumental in delivering the world’s first carbon-neutral LNG cargoes and has continued to lead innovative efforts in carbon offsetting throughout his career.

Most recently, as the Head of Asia LNG Business Development & Origination at Vitol, Mehdi continues to shape the future of energy markets, with a particular emphasis on clean energy transitions and market diversification.

Mehdi holds a Master’s in Economics and an MBA from ISG Paris and the University of Oxford. In his free time, he enjoys sailing and is deeply committed to biodiversity conservation through the work of Wanakaset.org.

Meseret (Mesi) Haileyesus

Strategic Advisor, Equity-Centered Policy & Development

Meseret (Mesi) Haileyesus is an internationally acclaimed leader in financial inclusion, economic justice, and systemic policy innovation, with over two decades of experience catalyzing transformative change across Africa, North America, and the global stage. As a Strategic Advisor to Tangelic, she brings unparalleled expertise in designing equity-centered solutions that bridge economic empowerment, climate resilience, and inclusive development, ensuring that marginalized voices are placed at the center of progress.

Across her distinguished career, Mesi has championed groundbreaking initiatives that have redefined global conversations around financial rights, technology-facilitated harm, and gender-responsive policy reform. As CEO of the Canadian Center for Women’s Empowerment (CCFWE), she has led high-impact collaborations with national governments, financial institutions, and technology leaders—developing pioneering frameworks that protect vulnerable communities and advance inclusive digital economies. Her visionary leadership was pivotal in passing Canada’s landmark Bill 41 (Protection from Coerced Debts in Human Trafficking) and in creating Canada’s first digital tools for financial rights protection.

At the international level, Mesi has been a powerful advocate for linking financial inclusion to climate resilience, influencing national strategies and multilateral dialogues through engagements at the United Nations, World Bank, IMF, and UN-Habitat. Her work has been widely featured by Forbes, CBC, Globe and Mail, and Yahoo Finance, earning her prestigious accolades such as the Women of Excellence Award, Google Canada’s Women Entrepreneur Award, and the 2024 Top 25 Women of Influence Award for her leadership in driving systemic change.

Saadia Sultan

Strategic Advisor, Government Relations & Institutional Partnerships

Saadia Sultan is a global leader in government affairs, energy diplomacy, and institutional partnerships, with over two decades of experience shaping cross-sector strategies at the nexus of policy, industry, and global development. As a Strategic Advisor to Tangelic, she offers high-level expertise in government relations, stakeholder engagement, and policy influence to support the organization’s mission across Africa and the Global South.

Her distinguished career spans senior public and private sector roles, including leading international and federal government affairs at ExxonMobil and BHP Billiton. In these capacities, she advised on regulatory, geopolitical, and trade matters affecting the energy sector, while building strategic alliances with U.S. agencies, foreign governments, multilateral institutions, and global think tanks. Saadia is the Founder and Managing Partner of Sultan Global Group, a multi-sector advisory and investment firm with operations across the United States. She also leads the Texas office for The McCormick Group, where she spearheads executive search mandates in energy, law, and public affairs.

In recognition of her leadership in the energy sector, Saadia was appointed by the U.S. Secretary of Energy to the National Petroleum Council, a federal advisory body that informs national energy policy. She serves as the Houston Executive Director for Asian Americans in Energy, Environment, and Commerce, and holds affiliations with the American Pakistan Foundation, the Aspen Institute network, and the Houston Committee on Foreign Relations, a Council on Foreign Relations affiliate. Her dedication to public impact includes leading nationally recognized humanitarian campaigns, such as mobilizing nearly $1 million to secure a lung transplant for a critically ill youth, and championing the rights of gender-based violence survivors.

A Presidential Management Fellow, Saadia holds a Master’s in International Affairs from Columbia University and a Bachelor’s in International Relations from American University.

Dr. Abdullah Baabood

Strategic Advisor, Gulf–Africa Climate Strategy

Dr. Abdullah Baabood is a leading global authority on Gulf political economy, diplomacy, and regional integration, whose work has shaped high-level policy and international cooperation for over two decades. He holds the Chair of the State of Qatar for Islamic Area Studies and is a Visiting Professor at Waseda University in Tokyo, Japan. As a Strategic Advisor to Tangelic, he provides senior counsel on Gulf regional engagement, international climate diplomacy, and cross-border partnerships, advancing cooperation with Africa on clean energy deployment and sustainable development.

He has taught at distinguished universities across Europe, Asia, and the Gulf, and has directed premier academic and policy institutions, including the Gulf Studies Center at Qatar University and the Gulf Research Center at the University of Cambridge, where he also served as a Research Associate at the Prince Waleed Bin Talal Centre of Islamic Studies. While at Cambridge, he co-founded the Cambridge Arab Media Project and has also held visiting roles at the Middle East Institute (National University of Singapore) and Hamad Bin Khalifa University in Qatar.

A trusted advisor to governments, diplomatic institutions, and multilateral organizations, Dr. Baabood has designed and delivered advanced training programs for the Gulf Cooperation Council (GCC) Secretariat General and regional diplomatic academies. His expertise spans comparative regional integration, international relations, and globalization, with a particular focus on the GCC’s economic, political, and social development, its external relations, and its role in priority areas such as global climate governance and South–South partnerships.

Widely published and a frequent speaker at major international forums, Dr. Baabood holds a Ph.D. in International Relations from the University of Cambridge, an M.A. from the University of Kent, and an MBA from Strayer College. His blend of academic rigor, policy insight, and geopolitical vision positions him to advance the Gulf’s emerging climate leadership by forging high-impact partnerships with African counterparts, driving joint strategies that strengthen climate resilience and unlock shared economic opportunities.

Rashid Al-Mohanadi

Principal – Gulf Capital & Institutions

Rashid Al-Mohanadi is a leading Gulf strategist at the intersection of capital, national security, and the global energy transition. With a career spanning Qatar’s LNG sector, defense industry, and institutional advisory, he brings a rare blend of technical depth, policy expertise, and board-level influence. As Principal – Gulf Capital & Institutions at Tangelic, he ensures that Gulf capital and institutional authority are embedded at the core of the organization’s global climate and energy strategy.

He is the Managing Director and Founding Partner of Catalyst Consulting, a Qatar-based advisory recognized for shaping institutional resilience across finance, trade security, and regulatory policy. Under his leadership, Catalyst has advised leading banks, regulators, and corporates on aligning Gulf regulatory systems with international standards, mitigating systemic risk, and enabling secure cross-border capital flows.

Earlier, Rashid built expertise across Qatar’s LNG sector in project engineering, operations, and international commercial sales, before advancing the country’s defense-industrial base through senior roles in the domestic defense industry. He has also been featured in regional debates on security and industrial strategy as a Nonresident Fellow at the Middle East Council on Global Affairs, where he spoke on defense innovation, Gulf energy policy, and institutional resilience.

Rashid earned a First-Class Honours degree in Electronic Engineering from the University of Surrey, a Master’s in Defense and Security Studies from Joaan Bin Jassim Academy for Defense Studies, and a Master’s in Critical Security Studies from the Doha Institute for Graduate Studies.

Grounded in a career in public equities, Charles has guided and accelerated the success of founders through his mentorship and counsel. Entrepreneurs he has advised have collectively raised billions of dollars, produced 15 successful exits, and earned international recognition. His mentees have gone on to win the world’s highest environmental and innovation awards—including the inaugural Earthshot Prize and the Food Planet Prize—while 14 founders he supported were named to Forbes 30 Under 30 lists. Joshua K. Togo

Principal – Blended Finance & Risk Governance

Joshua K. Togo is a finance strategist and risk architect with over two decades of experience designing blended-finance systems and governance frameworks that channel sustainable capital into Africa’s emerging economies. As Principal – Blended Finance & Risk Governance at Tangelic, he leads the structuring of fiduciary, compliance, and risk architecture within the Capital Design Council, ensuring that every financing stream—whether catalytic, concessional, or commercial—is deployed with transparency, accountability, and measurable impact.

His career bridges corporate banking, development finance, and climate investment—uniting financial rigor with adaptive, impact-driven design. Before joining Tangelic, Joshua served as Managing Consultant at Integrated Capital Solutions, where he led advisory mandates for governments, DFIs, and investment authorities on ESG risk governance, climate-adaptation finance, and blended-instrument design. Earlier in his career, at East Century Investment Bank (Hong Kong), he facilitated cross-border capital flows and sustainability-linked investments connecting Asian institutional investors to African energy and infrastructure projects.

Joshua has advised multilateral organizations including the United Nations, European Union, GIZ, and NIRAS on inclusive-finance frameworks, national adaptation investment programs, and policy-aligned funding strategies. He has also directed portfolio strategies that mobilized more than USD 150 million for MSMEs and climate enterprises across East and West Africa.

He is a Certified Climate Adaptation Finance Professional (Frankfurt School of Finance & Management) and holds an Executive MBA from Quantic School of Business & Technology, an MBA in Strategic Management from JKUAT, and a BA in Economics & Business from Kenyatta University. Grace Amunega is a dedicated advocate for sustainable development and operational excellence. She serves as Tangelic’s Senior Director of Programs and Operations. In this role, she oversees cross-departmental workflows, fosters collaboration, and ensures the integration of technical and programmatic efforts to advance Tangelic’s mission of delivering sustainable energy solutions to underserved communities across Africa.

With extensive experience in managing complex projects and optimizing operations, Grace has collaborated with global organizations such as the World Health Organization, where she played an instrumental  role in coordinating public health campaigns, including a successful polio eradication initiative that significantly boosted vaccination rates. A skilled strategist, she helped international companies navigate complexity and achieve strong results. 

At Tangelic, Grace plays a pivotal role in initiatives such as the Sunrise Spectrum program, collaborating closely with our technical and development teams to align projects with the organization’s strategic goals. She mentors team members to foster their professional growth and strengthen their contributions, empowering Tangelic to drive lasting, transformative change. Grace is also committed to advancing equity and empowerment, engaging with stakeholders, policymakers, and global organizations to champion initiatives that uplift communities, particularly women and children while advancing a more inclusive and equitable energy ecosystem.

From media relations to digital storytelling, Toufiq has been instrumental in shaping Tangelic’s voice and visibility as a leader in climate innovation.

Since joining Tangelic, Toufiq has transformed the organization’s communications architecture—expanding its digital presence, refining brand messaging, and launching public awareness campaigns that amplify Tangelic’s impact across Africa. His work bridges field realities with global narratives, ensuring Tangelic’s mission resonates with audiences ranging from grassroots changemakers to international funders.

With a career spanning multinationals, NGOs, and advocacy networks, Toufiq brings a unique blend of technical expertise and creative insight. His core strengths include strategic content development, campaign management, and public relations strategy. Under his leadership, Tangelic has seen significant growth in audience engagement, media coverage, and stakeholder alignment.

Toufiq holds an MBA in Human Resources Management and a Bachelor’s degree in Accounting and Finance, complemented by certifications in digital marketing and analytics. Esan Oluwaseun

Technical Director – Sunrise Spectrum Initiative

Esan Oluwaseun is the Technical Director of the Sunrise Spectrum Initiative at Tangelic, where he oversees the engineering design, operational execution, and strategic scaling of decentralized clean energy systems across Africa. A veteran energy professional with more than a decade of leadership in power generation, electrical maintenance, and infrastructure optimization, he combines deep technical expertise with a track record of delivering high-performance, safety-compliant, and cost-efficient energy solutions in both offshore and onshore environments.

At Shell Nigeria now Renaissance Africa Energy Company (RAEC), Esan carried out the operation and maintenance of over 40 MW of mission-critical power assets at the Forcados Oil Terminal, achieving 95% system availability and 100% reliability. His leadership encompassed turbine operations, high-voltage synchronization, advanced load management, and the integration of vendor-led commissioning and maintenance programs for complex electrical infrastructure.

Earlier in his career, Esan enhanced broadcast reliability and technical uptime as an Engineering Studio Technician with the Nigerian Television Authority, and later managed major installation projects as Electrical Foreman at Seacom Electrical Nigeria Limited. His technical portfolio spans solar PV deployment, high-voltage distribution, programmable logic controller systems, and predictive and preventive maintenance strategies.

At Tangelic, Esan drives the Sunrise Spectrum’s climate-smart solar microgrid program, integrating renewable generation, productive-use systems, and community water solutions to expand energy access, boost livelihoods, and build climate resilience. His operational precision and engineering expertise are instrumental to advancing Africa’s just energy transition.

Matthew Kazden

Global Initiatives and Partnerships Manager

Matthew Kazden serves as Tangelic’s Global Initiatives and Partnerships Manager, where he develops the organization’s fundraising strategy, donor engagement, and cross-sector partnerships to scale clean energy access and climate equity initiatives across Africa. In this role, Matthew oversees a growing team focused on grant development and strategic outreach, helping secure the catalytic resources that power Tangelic’s mission.

Matthew brings a global perspective shaped by experience across the U.S., Africa, and Latin America, with a strong foundation in international development, sustainability, and social impact. His past work includes driving sustainability innovation in Madrid with Emzingo, supporting Indigenous climate resilience efforts across Africa with the Indigenous Peoples of Africa Coordinating Committee (IPACC), and managing global engagement projects at Global Ties Sacramento.

With a Master’s degree in International Affairs from UC San Diego and a Bachelor’s degree in International Relations and Communications from UC Davis, Matthew combines policy insight with tactical execution. His work is driven by a belief in partnership as a pathway to climate justice—and by a deep commitment to empowering communities at the frontlines of energy poverty and environmental change.

Katleho Mojakisane

Sustainable Futures Coordinator

Katleho Mojakisane is a visionary leader dedicated to creating sustainable, community-driven solutions that address climate change and energy poverty in Africa. As Sustainable Futures Coordinator at Tangelic, she champions innovative programs that empower underserved communities by fostering equitable access to clean energy. With a strong background in project management, strategic communications, and stakeholder engagement, Katleho works to build partnerships that amplify the impact of Tangelic’s initiatives across the continent.

As the founder of Youth On The Rise, a nonprofit focused on youth empowerment, Katleho has spearheaded initiatives addressing youth unemployment, education gaps, and gender-based violence in Lesotho and South Africa. She successfully mobilized over 500 young leaders for the Lesotho Youth Summit and was honored with the Future Africa Leaders Award 2023 for her outstanding contributions to socio-economic development. Additionally, Katleho was selected as a Mastercard Foundation Scholar for her leadership and academic excellence.

Katleho’s impact extends across Africa. In Ghana, she co-organized the Ghana Central Expo, leading fundraising campaigns, facilitating health screenings for over 500 people, and supporting 300+ local entrepreneurs. Her efforts in economic empowerment and peacebuilding continue to inspire sustainable growth and community resilience in the region.

She brings a people-first ethos to her work, ensuring that communities are better equipped and more resilient to confront the challenges of a changing climate. With expertise in climate advocacy, education, and project management, Victoria is central to advancing Tangelic’s mission to inspire action and create impactful solutions for a sustainable future.

Shams plays a pivotal role in securing funding opportunities and forging strategic alliances to accelerate clean energy adoption. By designing innovative financial frameworks, he bridges the gap between finance, sustainability, and climate action, ensuring that clean energy solutions are both environmentally responsible and economically viable.

With experience spanning both corporate and developmental sectors, Shams previously served as Sustainable Development Goals (SDGs) Manager at AIESEC Bahrain, where he led sustainability-driven initiatives and stakeholder engagement efforts. He also worked at KPMG, contributing to environmental, social, and governance (ESG) assessments, corporate sustainability strategies, and regulatory compliance frameworks.

Previously, May worked at the United Nations Development Programme (UNDP) in Denmark, where she created advanced quantitative visualizations, automated cross-country business workflows, and supported ESG-focused projects reaching over 170 countries. Her work advanced ESG priorities, strengthened capacity building, and promoted equitable access to resources worldwide. Nozi’s career spans broadcasting, digital media, and creative production, with expertise in end-to-end content creation—research, scripting, filming, editing, and campaign management. She co-founded and hosted New Wave Network ZA, where she produced thought-provoking content and managed audience engagement strategies that significantly expanded the platform’s reach. Her early career at Eswatini TV provided a strong technical foundation in television production and live broadcast operations. An alumna of the Harvard-designed Aspire Leaders Program, she strengthened her leadership capacity, cross-cultural collaboration, and strategies for community-driven impact.

Kevin Lamp serves as a Renewable Energy Analyst at Tangelic, where he contributes to clean energy strategy, technical research, and infrastructure planning. He brings a systems-oriented and data-driven approach to the design and evaluation of community-based renewable energy initiatives—combining geospatial analytics, environmental modeling, and resilient infrastructure design.

His international experience spans both North America and Europe, including project work in Estonia and California. Kevin has supported wind and solar feasibility studies, conducted environmental constraint analyses, contributed to solar plant monitoring, and participated in high-level strategic planning. His interdisciplinary background in engineering and architecture enables him to develop solutions that are both technically robust and socially responsive.

Jude Ekow Gyes

Jude Ekow Gyesi is the Energy Systems Specialist at Tangelic, where he contributes to research, emissions modeling, and technical documentation to promote equitable, low-carbon energy access across Africa. With a unique blend of industry experience and sustainability expertise, Jude bridges traditional energy systems with innovative, community-driven solutions aligned with Tangelic’s mission of climate justice and resilience.

He began his career in the oil and gas sector, developing hands-on expertise in onshore and offshore operations, quality assurance, regulatory compliance, and process optimization. Driven by a commitment to sustainability, Jude transitioned to the clean energy and climate field, contributing to the Arizona Clean Plan at Northern Arizona University under the EPA Climate Pollution Reduction Grant. There, he ensures the integrity of greenhouse gas inventory data through rigorous QA/QC protocols, supporting transparent, evidence-based climate strategies.

Jude holds a BSc in Petrochemical Engineering from Kwame Nkrumah University of Science and Technology (Ghana), a Graduate Certificate in Greenhouse Gas Accounting, and is completing his Master of Science in Climate Science and Solutions at Northern Arizona University. Oluwatoni Honour Afinjuomo

Oluwatoni Honour Afinjuomo is Tangelic’s Climate Policy Analyst, where she advances the organization’s ability to bridge international climate frameworks with finance-ready strategies for Africa’s clean energy transition. Her portfolio spans policy analysis, governance insights, and regulatory alignment that support donor relations, strengthen engagement with DFIs, and unlock scalable financing for decentralized energy and climate infrastructure.

Her career includes roles across leading European and African policy institutes. She served as a Junior Research Fellow at the European Institute of Policy Research and Human Rights in Brussels, supported climate governance research at the Rachel Carson Center for Environment and Society in Munich, and authored briefs on NDCs, carbon markets, and adaptation law for the African Technology Policy Studies Network in Nairobi.

In parallel, Oluwatoni served as Head of Green-Talk, a climate dialogue platform under the NGO Eden World Initiative, where she led regional discussions on climate change and environmental sustainability. She has also served as an Ambassador for iCare Sustainability International, leading grassroots climate education and waste-to-value programs. He also currently serves as a Graduate Research Fellow at the International Institute of Tropical Agriculture (IITA), where he leads genetic improvement studies on yam genotypes and coordinates farmer training programs.

He has received multiple awards for technical excellence and contributes as an Associate Consultant with Futux Agri-Consult, advising on market intelligence, agrifood systems design, and climate-aligned program delivery. His background includes conservation leadership, community mobilization, and customer-facing roles that sharpened his ability to align diverse stakeholders around shared goals. Previously, Cameron worked with the Middle East Council on Global Affairs in Qatar, supporting its Conflict and Security Program with research and publications on regional fragility in Middle East-North Africa and Southern Africa. He contributed to high-level policy dialogues, supported senior fellows’ publications, and coordinated the Council’s podcast initiatives. Earlier, he served as Station Manager for a U.S.-based broadcast outlet, directing programming and operations while expanding its audience reach and community impact.

Cameron holds a B.A. in Middle East Studies with a minor in Arabic from Dickinson College, with a focus on Gulf security, U.S. foreign policy, and cross-cultural engagement.

Pilar Zita Medina

Media and Communication Coordinator

Pilar Zita Medina is Media and Communication Coordinator at Tangelic, where she drives communication and outreach strategies that elevate the organization’s clean energy and climate finance mission. She works closely with the Marketing and Partnerships team, leveraging her background in multimedia production and advocacy to strengthen brand presence and cultivate alignment with global partners.

Originally from Manila, Pilar began her climate activism at just twelve, founding a multimedia initiative that mobilized students through art and storytelling to raise awareness of the climate crisis. She later joined the Institute for Climate and Sustainable Cities and its creative platform, The Agam Agenda, contributing to youth engagement programs and serving on the editorial team for Harvest Moon: Poems and Stories from the Edge of the Climate Crisis—recipient of the 2023 Philippine National Book Award for Best Anthology. At seventeen, she spoke at the book’s official launch as its primary youth representative.

Pilar is currently pursuing a bachelor’s degree in Environmental Systems at the University of California, San Diego, concentrating in Ecology, Behavior, and Evolution.
